Capacity building around thematic policy making

  • The nrg4SD working group on financing climate action at subnational level: (i) creates capacity in the officers of subnational governments in a complex issue where little expertise exists at subnational level; (ii) enables subnational governments to set up their own regional carbon finance tools, and (iii) elaborates nrg4SD lobby strategies at EU and UN level pursuant carbon finance tools adapted to the needs of the subnational. The working group will benefit from the technical support of specialised reference institutions such the French CDC Climat, UNDP and others. Technical and side events during UNFCCC dates are foreseen under the 2011 work programme of the Working Group.
  • Work with UN CBD towards the establishment of the Advisory Committee of Subnational Governments for Biodiversity – assistance on the elaboration of subnational strategic action plans for biodiversity; pilot projects for decentralised cooperation on biodiversity matters; TEEB (the Economics of Ecosystems and Biodiversity) and index for biodiversity at subnational level (adaptation of the CBI-Singapore Index).
  • Work with UN Habitat on the city-region dimension of the Green Economy.
  • Preparation of the territorial dimension of the World Water Forum Marseille 2012. 


Lobby and advocacy work towards the recognition of subnational governments

  • Work towards the recognition of subnational governments in the international environmental governance and sustainable development framework within the sustainable development process of Rio +20 - lobby activities at preparatory committee sessions, compilation of regional case studies for presentation to international instances, position papers to the UN Global Sustainability Panel.
  • Demonstration of the role of subnational governments in the transition towards a Green Economy in collaboration with UNEP.
  • Work towards further recognition and support of the full potential of subnational governments in climate action in collaboration with the UNFCCC Ad-Hoc Working Group on Long-Term Cooperative Action. 


Profiling and international projection

  • International and North-South dimension of our members’ involvement in the Rio +20 Summit in June 2012 – 2012 will see the 10 years of nrg4SD. The Network is currently considering organising a World Summit of Regions parallel to the Rio +20 Summit. Back in October 2008 in Saint-Malo, upon the invitation of the French region of Brittany, the first nrg4SD global conference of regions on climate change took place. This Summit brought together representatives of 98 regional governments from 59 countries, as well as representatives of different networks, such as the Conference of Peripheral Maritime Regions CPMR for the European Union, the Association of French Speaking Regions AIRF for Africa, the Organisation of Latin-American Intermediate Governments OLAGI for Latin America, The Northern Forum for the regions furthest northernmost regions, etc.
  • Interventions at side events during international negotiations: UNFCCC COP 17 Durban in December 2011 and preparatory committee sessions for Rio +20 of UN CSD.
  • The next nrg4SD General Assembly and Steering Committee will take place 29-31 August 2011 in Quebec, Canada, and will feature workshops for political and technical exchange of regional practices around the world, as well as sessions of nrg4SD working groups.


Project work

Within nrg4SD working groups, identification and exchange of project proposals for interregional cooperation – South-North and also South-South.
